Keys are issued only after a named executive ratifies the agent's record. An identity that turns up without one is revoked, not documented.
A person signs off every agent
The system drafts the case, the record and the job card. A named human decides. No agent has the authority to create another agent.
Autonomy is capped, and it expires
Authority is granted per action and target, across six bands from ask-first to silent. It decays over ninety days, so an agent that stops earning its licence loses it.
Every agent carries an ID card
One record, readable by a machine and by a person, generated from a single source. Connections, skills, schedules, budget and status stay current, and the org chart regenerates itself.
